Lahore Transport Company (LTC) has
been established under the provisions of Provincial Motor Vehicles
Ordinance (Amendment) Act 2009 as an Urban Transport Company. Government
of Punjab notified the company vide. No. SO (NTS) 2-88/2009 dated
1st Dec., 2009. LTC has been registered under section 42 of Companies
Ordinance 1984. LTC is primarily a regulation body which has been
tasked to ensure a smooth running transport system in Lahore which
will provide the commuters a safe, efficient and affordable transport
service. LTC is expected to be a self sustaining organ of the Government
of Punjab.
As per the provisions of the said
ordinance, LTC is now the sole organ responsible for custody of all
transport infrastructure in Lahore and its operations through a network
of private operators. This infrastructure includes Bus Stops, Bus
Shelters, Bus Bays, Bus Depots, Bus Terminals. The operational aspect
includes service routes and the buses provided by and operated through
a network of private operators.
LTC is managing the passenger services
through a variety of transport vehicles covering High Occupancy Vehicles
(HOV) such as Buses and Low Occupancy Vehicles (LOV) such as Vans,
Coasters, Hi-Ace, as well as certain approved Rickshaw models.
The organization is governed through
a board of directors headed by Chairman Mr. Tasneem Noorani, former
Secretary Interior, and well known for his success in planning Faisalabad
Bus Transport Service. LTC is a lean organization headed by CEO Mr.
Kim, who has a wide experience and a long list of achievements in
urban transport planning field in Pakistan and abroad. Mr. Kim was
the success behind launch of Daewoo intercity bus service in Pakistan.
Mr. Kim has ensured that quality of human resource takes precedence
over the quantity.
LTC comprises of 4 important wings,

Planning and Operation wings are supervised
by General Manager Operations, Asad Rehman Gilani (DMG). Planning
wing proposes and plans route alignments for all routes in the district
after thorogh assessment of passenger needs of the route area. This
wing also decides how much of a certain type of vehicle should be
issued permits to ply for passengers on a route. Planning wing ensures
that the interests of the commuters are always given primary consideration
while allocating a certain route to a certain type of passenger transport
vehicle. The wing consists of Deputy Managers, Planners and Surveyers.
Operations wing manages the availability
and frequency of the permitted transport on routes through partnering
with transport operators as per the LTC plans. Operations wing supports
and strengthens the management capabilities of these operators through
constant counselling and training sessions for their management and
field personnel. Operations wing also develops and maintains infrastructure
required for smooth operations of the transport service. This wing
consists of managers and engineers.
General Manager Enforcement, Fawad-ud-Din
(SSP), is a PSP officer indcuted in LTC, for raising and managing
a team of law enforcement officers, who are playing a key role in
the success of the LTC operations. The segment enforces the writ of
LTC over the transport plying on the roads, through its Transport
Enforcement Officers who are empowered as law officers under Motor
Vehicle Ordinance by the Government of Punjab. It is perceived that
all past attempts at reformation of the urban transport services sector
failed due to the absence of such regulation enforcement body. Enforcement
officers follow an approved command hierarchy who apply the same law
as the Traffic Wardens and inspectors, but primarily restricted to
Public Service Vehicles (PSVs). The only time they are allowed to
regulate a private vehicle is, when a private vehicle encroaches or
illegally parks on LTC infrastructure i.e. Bus bays, Depots and Terminals.
Finance and Administration wings play
an important role in administering the affairs of the entire office
as well as planning for and ensuring the financial sustainabilty of
the company. General Manager Finance, Adnan Mudassar is an experienced
charter accountant who has earned his name as financial consltant
with market leaders such as Deloitte Touche. GM Finance is the brain
behind the financial models being developed for financial viability
of transport operations and induction of modern buses in Lahore.
